Malta Permanent Residence

Malta offers permanent residence through combined qualifying commitments on a lease or purchase route. CIPS reviews the full cost stack — contribution, fees, donation and housing — before any funds are committed.

Program Type

Permanent residence

Minimum Investment Required

Approx. EUR 169,000 combined

Minimum Stay Required

No full-time residence requirement

Family Inclusion

Spouse and qualifying dependants. Age, dependency and relationship rules are checked for each person.

Why consider Malta

  • Permanent residence in an EU and Schengen country

  • No full-time residence requirement to keep the permit

  • Lease route or a higher purchase route

  • Citizenship is a separate naturalization process and is not part of this program

Qualifying routes

  • Lease route: combined qualifying commitments from approximately EUR 169,000, including administration fees, a government contribution, an NGO donation and a qualifying lease

  • Purchase route: a higher property outlay plus the same class of government and administrative commitments

Additional government, due diligence, legal, property, transfer, tax and professional costs apply. The figure above is the published program floor, not the amount the client should budget. Review the structure before any funds are committed.

How an application proceeds

  1. Confidential consultation and preliminary suitability review

  2. Initial due diligence and review of family eligibility

  3. Selection and verification of the qualifying route

  4. Collection, certification and translation of supporting documents

  5. Submission through the appropriate authorized local channel

  6. Government review, due diligence and any request for further information

  7. Complete the qualifying commitments and housing requirement, then collect the residence certificate. Keep the conditions of the program.

What every applicant must be able to show

  • Valid identity and civil-status documents

  • A clean and fully disclosed personal background

  • Evidence supporting lawful source of funds and source of wealth

  • Completion of the qualifying contribution, investment, income or asset requirement

  • Medical, insurance, address, biometrics or other program-specific evidence where required

  • Ongoing compliance with holding periods, visits, renewals and reporting obligations

Practical notes

  • EUR 169,000 is a combined floor, not a single cheque.

  • Citizenship is a separate process.

  • No full-time stay is required to maintain the residence certificate.

Questions

Is this an immediate passport?

No. This program gives a right to reside. Any later citizenship process is separate.

Who can be included?

Spouse and qualifying dependants may be included. Each person is assessed separately.

Is the published minimum the total cost?

No. Government fees, due diligence and professional costs sit on top.

Do I have to live there?

No. There is no full-time residence requirement to maintain the permit.

How does CIPS help?

We clarify objectives, compare routes, prepare the file for due diligence and coordinate with the qualified local professional who files the application.
