Canadian Immigration Problem Solvers Ltd. was founded more than 25 years ago by Adam Blum, MBA, BBA, CSC, RCIC, IMCM, a former Canada Immigration Officer with what is now Immigration, Refugees and Citizenship Canada (IRCC). After leaving the public service, Adam became a Regulated Canadian Immigration Consultant and built a practice dedicated to complex files — the cases that require judgment, not a template.
As a member of the College of Immigration and Citizenship Consultants (CICC), the Canadian Association of Professional Immigration Consultants (CAPIC), and the Investment Migration Council (IMC), Adam is authorized to represent clients before IRCC, the Canada Border Services Agency (CBSA), and Employment and Social Development Canada (ESDC). He previously sat on the Education & Standards Committee and the Full Membership Examination Committee of the former regulator of immigration consultants, helping set educational standards and write licensing-exam questions for new consultants.

Investment migration is not only an immigration file. Citizenship by Investment (CBI) and Residency by Investment (RBI) programs ask families to commit significant capital — often through real estate, funds, or government bonds — under rules that change from one jurisdiction to the next. Adam’s business training is part of how he reads those programs.
He holds a Bachelor of Business Administration with Honours from the Schulich School of Business at York University, long regarded among Canada’s leading business schools, and a Master of Business Administration from the University of Windsor. He also completed the Canadian Securities Course (CSC) through the Canadian Securities Institute — the foundational capital-markets curriculum used across the Canadian investment industry. That background helps him read investment-migration programs as both an immigration file and a financial commitment, so program choice and eligibility can be discussed together.
International by training, not only by practice.
Adam completed terms of study at City University of Hong Kong, Victoria University in Melbourne, and Tilburg University in the Netherlands. Living and studying in Asia, Australia, and Europe shaped how he works with internationally mobile families — people who already think in more than one passport, one tax residence, and one market.
The firm has since expanded beyond Canadian immigration alone. Today the practice assists clients seeking second citizenship and alternative residency through established CBI and RBI programs worldwide, and continues to advise on Canadian matters for returning and long-standing clients. The same standard applies in every file: clear advice, careful preparation, and a representative who steers the process while the family stays informed and involved where it matters.

Adam Blum, MBA, BBA, CSC, RCIC, IMCM is a former Canada Immigration Officer and the founder of Canadian Immigration Problem Solvers Ltd. A Regulated Canadian Immigration Consultant for more than 25 years and a member of the Investment Migration Council (IMC), he holds a BBA with Honours from the Schulich School of Business at York University, an MBA from the University of Windsor, and the Canadian Securities Course from the Canadian Securities Institute. On Canadian matters, Adam provides regulated representation within the scope of his licence. On citizenship and residence programs outside Canada, CIPS advises on suitability, coordinates the file and works with qualified lawyers, authorised agents and other licensed professionals in the destination country.
